My new phone is stuck in iCloud, what do I do

I have downloaded to this step. I’m in the iCloud , sign I with your iCloud Apple ID. Put in phone number and iCloud password. It is trying to find info and isn’t doing anything,

iPhone 8+ stuck in iCloud update loop I’m trying to look back at some old memories I have on my iPhone 8+ and a pop up shows saying i need to log into iCloud so I clicked to log in but then it says I can’t log in because the device needs to be updated.
