iphone flash/light intensity control during photo setup/capture

I specifically bought and iphone pro for the camera and the fact that there is absolutely no way to control the flash light intensity for a photo absolutely blows my mind. The flashlight controls allow adjustment of the light intensity, but as soon as the camera is opened the flash is either all-or-none and only triggers DURING the photo capture. The means there is absolutely no way to setup the lighting beforehand. There was an old hack that used to fix this (photoTorch https://github.com/PoomSmart/PhotoTorch#readme), but it no longer seems to work.

Is there any option ANYWHERE (within an app or otherwise) to enable this control in the current iOS (16.6+) on modern iphones ? (And since I expect the anser is no, I am hereby pleading with the developers to please add/enable this option. The amazing camera on iphone is completely and unnecessarily handicapped without this very simple basic ability).

iPhone 7, iOS 14
