Purchased full version of app not available on all IOS devices?

I downloaded an IOS app from the app store and purchased the "full" version for my iPhone. When I open the app on my iPad, the app asks me to purchase the full version again. Shouldn't the full version be available on all my IOS devices? Any suggestions?

iPhone 12 mini, iOS 17

Select "purchase full version" on the app, then select "restore purchase"
