Replace an Apple ID/email address that was included in a hack of a site I use

I need to change my Apple ID (iCloud email address). My current ID was swept up in a hack at a site that I used. (a legit company.) I have taken the proper precautions but receive significant phishing efforts etc associated with the email.

Apple has directions to change the Apple ID email that include the following. "If you try to change your Apple ID to an @icloud.com email address that was created within the last 30 days, you will be asked to try again later." The issue is how do I create an @icloud.com email address that I can then use to replace the current address after 30 days? Has anyone done this and made it work?

Thank you for the response. Honestly over the years I have discussed this with apple. The most recent printed instructions give a method. However, they indicate that it must be an at least 30 dy old iCloud address. I have know idea how that can be done without making a knew account. That won't solve the problem. In some frustration, I was asking if anyone has ever had success changing an Apple ID email address. I tend to think it's impossible.
