We'll be happy to share with you what we know about iCloud+ subscriptions.
We see you came to Apple Support Communities from this article: iCloud+ plans and pricing - Apple Support. As you've seen, we don't see that Apple offers a yearly plan, we only see monthly subscriptions.
Since subscriptions are charged to the default payment method, you can use your Apple ID account as the primary payment option and place the annual amount as a credit for it to get deducted from each month. But if you do this you have to keep in mind, do you have other subscriptions that would be deducted from this amount? Any purchases you make from the App Store, iTunes, etc. would also get deducted as well. But we wanted to share that option with you. See Add money to your Apple Account balance - Apple Support.
