FYI: Not all credit & debit cards seem to work with App Store / iTunes Store, try a different one, or preferably a credit card. If your card is not accepted as a paymenf method, you need to contact your bank.
Add money to your Apple Account balance -> Add money to your Apple Account balance - Apple Support
If you have set your Apple Account balance as your default payment method, your default payment method will be used first by Apple when you need to make a payment.
Some purchases might require you to have a credit card on file, even if you use your Apple Account balance to make the purchase.

Did you enter the CCV for any payment method you have in your Apple Wallet after you set up your new iPhone?
OK. That helps. Try this:
Open Settings App
Tap your name at the top
Tap Payment & Shipping
Make sure your payment methods are verified there
No sorry, I should have been clear. It’s not Apple Pay I’m having issues with but purchases from iTunes & apps.
In my Apple ID on my phone under payment and shipping where says PayPal it won’t let me edit this and when I try to make purchases say a new ring tone it won’t let me.
I did a transfer of my iPhone 12 to my iPhone 15 and it’s seems not all is well
Yeah it was at the Payment & Shipping part where the phone would time out and the circle would just keep spinning which I couldn't get into to update payment methods.
Since yesterday it seems to have sorted itself out as I can now go in and update this.
