If you are out of internal storage, you’ll need to check current usage, and then potentially clear some of the contents, either using iCloud to off-load some, or by deleting some:

A caution: If iCloud Photos is enabled, deleting photos in one spot such as on your iPhone deletes those photos everywhere including in iCloud. Use the “Optimize iPhone Storage” function to reduce local Photos storage, when iCloud Photos is enabled, which will keep your photos in iCloud, and cache some of your photos locally.

What happens when you try? Is there an error message and if so, what did it say?


Also, if it's been a while since you updated your iPhone, meaning you've skipped many updates, you can connect your phone to your computer and update it using iTunes (Windows) or Finder (Mac). This link explains how to do that --> Update your iPhone, iPad, or iPod touch with iTunes - Apple Support

If it says that it’s updated, how much storage do you have, is your device a genuine phone (make sure you have no play store or anything, and check your user agent since fake iPhones I’ve seen say that, even if it should be able to update and it’s supposedly a recent device), and you know for sure that it’s an iPhone 11 Pro Max?
