iphone is locked can only text asking for a PUK code

Husband's phone is locked. He can only text. Was fine until he flew. Tried turning airplane mode on, waited, turned off.

The phone is asking for a PUK code.

ATT store said they can't touch the phone security.

Wants him to buy new phone.

Where do I get the PUK code to enter?
