Using different country’s ID to set up Apple Pay in another country

I’m an international student in the US, and I don’t have an in-state ID to use to verify my identity so I can continue to use Apple Pay here in the US. I only have my Tongan ID’s and it is frustrating when I can’t receive the pending transactions on my Apple Pay at the moment. Any way I can fix this?

Apple Pay Country Problem I recently moved from a country that doesn’t support Apple Pay to the UK, and I was able to change my region to the United Kingdom, I added the relevant cards details, and also navigated to General, Language and Region and changed country to United Kingdom, yet I am unable to use Apple Pay because it keeps declining with an error message that Apple Pay is not supported in mt region. I had to remove all the other phones signed into my account but the problem persists, does anyone have the solution to this problem please ?

how to change regions to set up apple pay I just came to the US two weeks ago and am trying to set up apple pay but it says the region setting for this device cannot be used with apple pay
