Why doesn’t my FaceTime call work when I have service

when I have internet it works perfectly fine but when I go out of the house and go to the store and someone tries to FaceTime it won’t answer and I have service on my phone and it won’t work to answer the incoming call it just get’s stuck on connecting on the call.
