Off bar behavior of my iPhone SE 3rd genteration
when I side the off bar and my phone down it comes back on automatically in about 3 seconds is that normal

Are you trying to turn your iPhone off, you are following these steps Restart your iPhone and the slider to "slide to power off" is not working? If so, as you are unable to turn off the phone, try force restarting the device Force restart iPhone. After force restarting, see if you are able to turn it off with the slider as you should not have to always force restart your iPhone.
