Calls from my iPhone 14 don't go through, why?

I dial to Mexico to this number ********** and call does not go through, but si did with other cell and call go through, my cell is iPhone 14 pro max, and service with SPECTRUM, I need to know why is happening this

I call SPECTRUM for technical support, they did a call to the number ********** and call go through, I let know my issue but can’t do anything
