iOS 17 iMessage photos not downloading in "i" photos-see all.

This is my 4th phone that has done this same exact frustrating thing. I have tried everything from resetting network settings to signing in and out of iCloud in messages. Also, did the whole turn Siri on and off yet I am still unable to get more than the last month or so of pictures in messages. They are correct on my Mac and iPhone 14.
