Deleting iPhone photos but keeping in iCloud storage

how can I delete photos on my phone but keep them in my Icloud storage. I don't see the point of paying for extra icloud storage if when I delete a photo or video off my phone they also delete off my iCloud storage. Any way to do this?

iCloud is a syncing service, not a archive service. Anything in iCloud is replicated on all devices logged in to iCloud, and deleting anything from any device will also remove it from iCloud. If you want to archive content and remove it from your phone you need a 3rd party archiving service such as Google Photos, Dropbox, box.com, Livedrive, Shutterfly, etc.
