Macbook Air in Target Disk Mode shows up in Disk Utility but cannot mount to target device (another Macbook Air)

I need to transfer data from one Macbook Air to another: MBA #1 is a late 2014/early 2015 model that is stuck in a restart loop; MBA #2 is an early 2014 model that will serve as the target device.

After placing MBA #1 into Target Disk Mode, I connected the two computers via Thunderbolt cable. MBA #1 now shows up as an external drive in Disk Utility on MBA #2 but cannot mount (the button is greyed out, even after running First Aid). MBA #1 does not appear on the MBA #2 desktop at all.

Is there a way to force-mount MBA #1? Do I need to partition the drives?
