iPhone says iPad not supported using bluetooth

I have just purchase a new 2022 se iPhone and it will not pair via bluetooth to my iPad both using os 16.6.1

have checked that both are signed in with the same i.d.

iPad says make sure the iPhone is in range and ready to pair, iPhone states that iPad is not supported.

have removed both and put into discovery mode and also switched bluetooth off on both devices but no change, both are fully charged plugged in and next to each other, what am I missing?
