I would be suspicious of that power adapter, for that reason. I suggest that you contact Apple, here: Official Apple Support

It can be difficult to impossible to identify a counterfeit Apple power adapter from a visual inspection of its exterior, and inspecting the interior would require disassembling the adapter, thereby destroying it.

Read About Apple USB power adapters - Apple Support for illustrated examples of what they should look like, but beware that counterfeit adapters can bear the exact same markings. However, if they contain obvious spelling errors then it's definitely a fake.

Counterfeit power adapters are very common, and potentially dangerous.

The only practicable way to be sure yours is original is to obtain it directly from Apple or an Apple Authorized reseller.

Is it safe to charge my macbook with this ...

Yes. Excerpted from Identify your Mac power adapter - Apple Support,

"If your Mac uses USB-C to charge, you can charge your Mac laptop with any USB-C power adapter or display. You can safely use a power adapter or display with higher or lower wattage than the adapter included with your Mac."

A power adapter with a lower power output than the one included with your Mac will not charge as quickly, but it will not damage anything.

Charge your MacBook Air or MacBook Pro - Apple Support

Conversely, using power adapters with a higher power output will not damage anything either: Fast charge your MacBook Air or MacBook Pro - Apple Support
