How do I update the browser on my IpadAir2

Presumably you refer to Safari - this being the native Apple browser. The available version of Safari is determined by the installed version of iPadOS. Your iPad Air2 is capable of update to iPadOS 15.7.9; the Air2 does not support iPadOS16 or later.
As with Safari, other browser Apps for iOS/iPadOS are reliant upon Apple's webkit libraries - and as such, are similarly limited in their ability to be updated.
The tags appended to your post suggest that you have iPadOS13 installed. If so, you will need to update your iPad to the most recent supported version (i.e., iPadOS 15.7.9) - and then update your installed Apps.
For security, Financial Institutions often require that customers use computers that are both using a current/supported version of the computer's host Operating System - and secure version of web browser software. If your iPad (or other computer) cannot meet the required minimum requirements, you have no alternative than to replace the computer with a device and OS that does meet the required minima.

If you're referring to Safari, update the unit from a computer or through the Software Update function in Settings. Otherwise, check for application updates in the App Store.
