Got a new iPhone 12 Pro (refurbished) - downloaded iOS 17, and transferred data from old I phone 8 & as I was setting up recovery contact it crashed
despite trying to reboot by holding down volume keys then side button it won’t re-start. Completely dead

Where did you get the phone? Refurbished from Apple or somewhere else?
What’s the warranty status on Check Your Service and Support Coverage - Apple Support
If it shows no warranty, I’d just return it and get your money back.
Done that - still frozen
