No texting to androids

Getting a “not delivered” message when trying to text to non iphones. Went through various fixes posted—resets, on/off, +1 number, etc—no dice. Ios 17. Waddayatink?

Texting Androids is done using SMS - a cellular carrier feature. Seek their assistance.
