CEA-608 captions not showing up on export

Using FCPX 10.6.5. I've added CEA-608 captions from REV to my video, and exported the file, embedding the captions. I can see them when I look at at the exported movie, but when I send the movie to the client, then she can't see them. What am I doing wrong? I exported mp4 and h.264 files- neither shows the captions outside of my building.

Mac Pro, OS X 10.10

I'm Using FCP 10.6.5. The Client has a company that sets up/loads our movies to a playback system for them in a theater room. They say they can't see them. Then, I did a 10 second test export and sent it to a friend. She downloaded it, and was using Windows Media Player. She can't see them, and there option to turn on captions is greyed out.

If you have a YouTube account, you can export your video with the .scc (CEA-608/Scenarist) caption file as a separate file. [Go to the Roles pane of the Share dialog and select the option to save the captioning as a separate file.] You can upload your video and .scc file (it's a separate upload you have to make - it will be in the second "pane" of the upload/create dialog). The captioning for the video should be available to all who view it in any modern browser (provided they turn on CC in the YouTube player).

You can set your video to either Unlisted (only shared via a provided link) or Private if you need to keep it confidential and provide your clients with a password.
