Adding Licensing to Apple ID:

I'm not so certain you could. And why would you? It would make it more vulnerable to ID theft.

Changing your Apple ID Info:

Zero Out your Balance:

First off, you need to zero-out your Apple Account balance. So, either call Apple, requesting that the Apple Rep zeros it out, or purchase something for more than what is left in your Apple Account balance, using the primary method of payment to payment to pay the rest off.

There is no such thing as a USA driving license, each state issues their own and only a few states support driver's licenses in Apple Wallet at this time.
