So, Contact Apple Support:

For financial support, contact Apple Support. Tell them that the purchase is not going through as it should. If need be, perform a screensharing session with the Apple Rep. Show then what you are seeing on the screen.

• Proceed from there as necessary
• Note: Phone calls are taking a bit to go through at the moment, due to lots of calls. And that makes sense, because with the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

Is your Apple ID disabled? When it becomes disabled, you cannot make in-app purchases.

If so, contact Apple Support.

There are quite a few reasons as to why this may have occurred. Some possible reasons include:

• Too many unsuccessful login attempts
• VPN (Virtual Private Network) usage
• Disobeying Terms & Conditions
• Consistent transactions
• Session Times Out

Location-Restrictions:

So, is the app dulled out in the App Store? Not all apps are available in all countries/regions. It all has to do with licensing between Apple and the Developer.
