Why do I have to force-restart my ipod touch gen 7 after connecting it to itunes on a windows 11 PC in order for itunes to recognize the device? I've updated drivers and tried all the solutions offered just to get to this point, now no syncing occurs

Force-starting my ipod touch gen 7 after each connection (why must I do this for each connection?) via usb cable allows itunes to recognize my device. Now I face the problem that I cannot sync the device with the latest version of itunes, updated OS (15.7.9) and drivers. Trying automatic syncing and also manual management of the device for sync, but no syncing occurs. Cannot find solution in Community
