recovering photos & videos after being deleted from icloud

Can i revcover my photos after being deleted from icloud? i transfered my photos to my laptop so i can free up some space on my icloud & then disabled photo sync to icloud ( that was befor ei founf out i can increase the limit to 6T ) then i used smart clean app to remove duplicates but it i lost so many photos & videos ( from more than 45,000 to total now around 4500!!

so is there a way where i can recover them ? thanks
