country or region change
I want to change my country/region and so I have to spend my remaining balance of 0.07$ but I cant spend that? So how can I do that. I need to change my country so that i can add my credit card

As explained in the support document you posted from, buy something more expensive than your balance and pay the rest with a credit card or if you have less store credit than the cost of a single item and cannot add a credit card to your account, contact Apple Support so they can clear it for you.
