If you are running iOS 17.0.2, it would not be an issue with the former Find My Friends app. You can check some settings:

1. See if you have any restrictions in Settings > Screen Time > Restrictions as there are some that can modify if you can share your location Use parental controls on your child's iPhone, iPad, and iPod touch.
2. Check your Location Services for Find My in Settings > Privacy & Security > Location Services Turn Location Services and GPS on or off on your iPhone, iPad, or iPod touch.
3. Try the steps under "If you have your device with you" in If Find My is offline or not working

• Note "The Find My network isn't supported in South Korea and might be unavailable in other regions due to local laws. In South Korea, you can play a sound on your device, mark it as lost, or erase it, but you won't be able to find your device on a map."

If you are still unable to see the People tab, contact Apple Support for help: Get Support

Is it possible that your iPhone is running an older version of iOS? On previous version of iOS, the Find My iPhone and Find My Friends apps were two separate apps. However, in a recent iOS update, they were rolled into a single app which is called Find My. This article has more info: Find people and share your location with Find My - Apple Support
