my phone is hacked. Two accounts on a Google. When is Elian the other is my name Elaine H*** ***@gmail.com. I live in Pennsylvania I can’t even put my drivers license in Maryland and all these other states come up.

Nothing you've described gives any indication that your phone has been hacked. If you haven't jailbroken your iPhone, the likelihood that it has been hacked is so infinitesimally small that it can safely be discounted.
If you have a Gmail address on your phone you don't recognize, delete it.
And no, you cannot add a driving license to Wallet if you live in Pennsylvania. Currently, only Arizona, Georgia, Maryland, and Colorado support that feature.
