Why do I have to insert a credit card when I just want to use iTunes that are already on my phone?

I’m trying to purchase something and it’s not letting me do so. It says I have to put in a credit card and when I try to press the iTunes option it gives me two choices 1 redeem iTunes and 2 buy more iTunes. I already have 50$ on my phone why do I have to do all this? And to add even more to this when I enter all the credit card info and I put in my password it sends me right back to the credit card info page saying I have to do it even though everything is right and up to date.

If you have enough money in your Apple Account balance, all you have to do is -> you need to set your Apple Account balance as your default payment.
