How can pair?
Just bought an Apple Watch isn’t knew but I need to spit but I can’t. Need Apple ID and password and I can’t get a hold of the guy can you guys reset the Watch from your side ?

Unless the original owner releases the Activation Lock on the watch, you will never be able to use it. Apple will not assist you with this.
Activation Lock prevents lost and stolen watches from being used by others.
Are you sure that this guy was actually the original owner and that this watch wasn't stolen from someone else?
