Without knowing the app it is hard to say. If the developer of the app is not part of the Apple Developer's program, then macOS by default will refuse to run it by default since the app is not from a recognized developer (aka, part of the Apple Developer program). If you are encountering this message, then It is still possible to run the app assuming it is compatible with the OS by right-clicking or Control-clicking on the app and selecting "Open" since this will trigger macOS to provide a pop-up message alerting you that the app is from an unrecognized developer and give you the option to abort, or to accept the risks and allow the app to be granted an exception so you can run it normally in the future. This is the only reliable method running a third party app from an unrecongized developer for the first time since the button to make the exception does not always appear in the Security & Privacy System Preferences/Settings. Even using the Right-click or Control-click method will sometimes result in failure to get the "Allow" button, but usually trying a second time will get you the pop-up prompt to "Allow" the app to run.
It is the responsibility of the third party app developer to make sure their app is compatible with new major versions of macOS (or even minor update patches). Sometimes it may take a developer weeks, or months, or even a year before they make their app fully compatible with a new major version of the OS. It is the responsibility of the owner of the computer to make sure all their third party software and hardware is compatible with the new OS before upgrading their computer to the new OS.
If this does not help, then you really should open your own thread about the issue making so that contributors can focus exclusively on your own unique issues & system since it is impossible to provide proper assistance in someone else's thread. Keep in mind while you may seem to have a similar issue, it could be caused by something completely different than the OP's issue. Your Mac's configuration will be different than everyone else's configuration....those differences are important. We need detailed information in order to properly assist a specific case. Sometimes general tips are not enough.....general tips are all you will find when asking for assistance in someone else's thread since it gets too difficult & confusing when assisting more than one person per thread. Many good contributors will completely ignore such threads for this very reason. Remember we are just other regular users such as yourself who are volunteering our own personal time to assist people.
When starting your own new thread, be sure to include the exact model of your Mac and version of macOS being used. Also include the name of the app & its current version (even provide a link to the developer's website so we know exactly what app you are using). It would also be a good idea to run the third party app EtreCheck and post the report so we can examine it for clues. It would also help to know if you were using the problem app before upgrading to Somoma (if so, what was the previous version of macOS used?). You may also want to try booting into Safe Mode to see if that makes any difference.
Keep in mind any third party apps which try to install drivers (aka extensions) may have problems when used on a new major version of macOS since Apple keeps changing the underlying macOS framework to minimize the impact of drivers causing problems with macOS since they are tied so closely to the bowels of macOS where the smallest hiccup can bring the OS to its knees in a system crash. The third party app developers must keep changing their apps to make them run in newer versions of macOS as the security & privacy enhancements change. You should always contact the app developer for assistance with their software. There is only so much the community can do to assist in remotely troubleshooting a problem especially if it is an obscure app.
