iPhone 13 Low Data Mode not on, says it is.

My cellular setting is set to standard data mode and my battery has a maximum capacity at 87%. I leave it on a charger overnight. It is now charged at 100%, unplugged from charger yet each time I try to download something it says are you sure you want to download now because you’re on low data mode or some similar words. I do have optimized battery charging on. Why does it keep saying low data mode warning before downloading something? How do I stop this error?
