Sonoma update seems to have locked my iCloud settings page: "These settings have been configured by a profile"

After macOs Sonoma update I am unable to access my iCloud settings page in the System Settings with the following message: "These settings have been configured by a profile". I don't have any profiles on my Mac since this is a personal MacBook. This I have verified through System Settings > Privacy & Security > Profiles. I have also facing the same issue from the Safe Mode too. I have also checked for Login Items and have verified that they are trusted.

Update: With the help of Apple Support I was able to resolve this by turning off my "Content & Privacy" restrictions (System Settings > Screen Time > Content & Privacy)

You can try SafeBoot Use safe mode on your Mac - Apple Support will sort many anomalies, and compare your results
