iPhone 14 VoLTE not working

has this issue been resolved? I have had the same problem since around this time frame, I thought it was my provider, T-Mobile, but they said it's the phone itself. I took my 14 Pro Max to the Apple store and they wiped it and reloaded everything. I lost all my third-party apps and history of text messages and the issue remains. I drop calls when not on wifi, can't use the internet or apps if not on wifi, all with full service. In areas where I have had full service or I get the SOS symbol for several minutes before the phone can catch a signal and it changes to show 3-5 bars of service, which doesn't change the fact I can't call out and if I can make the call have a conversation without it dropping.
