resetting unavailable iphone11

I broke my iPhone 11 over a year ago and only just got it fixed, however it has the 'iPhone unavailable' message permanently. The sim is in the phone I am using now and I assume I can reset it without putting the sim back in yet. Most methods require internet connection which I don't have as I changed my wifi since the phone broke and the other methods say I have to plug the phone into a pc when I only have a hp windows laptop which doesn't register anything when I plug the iPhone in with the cable. Is there anything I can do from home or do I have to wait until I have access to a pc?
