We would recommend starting with the steps in If you forgot your Apple Watch passcode - Apple Support if this relates to your passcode. For Activation Lock, following the steps in About Activation Lock on your Apple Watch - Apple Support as this is the only steps for removal of this, which require access to your Apple ID.
