I'm trying to save a YouTube web app to my dock and I keep getting an error message that says "You don’t have permission to save the file “YouTube.app” in the folder “Applications”. To view or change permissions, select the item in the Finder and choose File > Get Info."
This makes no sense. I'm the admin and this is my personal MacBook Pro. I wish they would stop releasing software that's half-baked. How do I fix this?

What's really strange is it should be saving into an Applications folder in your Home.
Do you have one in your Home? What are the permissions on that folder?
If you don't, try creating one and try again.
Have you given Safari (if that’s the browser you are using) Full Disk Access?
System Settings > Privacy & Security > Full Disk Access.
I'm not sure why you are attempting to save it to a folder. The instructions are as follows:
After loading the webpage you wish to save,
Select File from the Menu then click Add to Dock.
In looking at my Home folder, I noticed Read/Write permissions were restricted to myself; when I made it so that “staff” and “everyone” also had Read/Write permissions for the Home folder, I was able to create a web app. thanks for the help!
Seems weird that would have fixed it but glad it worked for you. Wonder if just changing the permissions somehow reset the folder permission. Only way to know for sure is to put it back with only you as read/write and staff and everyone read only. Just as a test. If that fails then by all means put it back like you did to get it to work.
MacOS wants to save it to a folder. The quote above is copy/pasted from the error message that pops up when I click on ‘Add To Dock’.

It's not just you unless you don't connect the Mac to the internet or any other network.
