I have an iPhone 11 and 2nd Gen AirPod Pro.

Pairing AirPods Replacement:

These need to be of the same Serial Number to be able to pair and working with one another. So, get the Serial Number, and the contact Apple Support, asking if you were send these to be configured as the Same Serial number: Getting the Serial Number: Find the Serial Number of your AirPods - Apple Support

A Glitch in Apple's Device Database?

I would contact Apple Support, asking them if there is a glitch in their user database. You should not be getting this message, if they have already been repaired. If these are used, then that may be why this is occurring.

Apple Contact Info:

  • Contact Us - Choose Locations
  • Proceed from there, as necessary
  • Why the Wait: Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)
