Just upgraded to Sonoma 14.0. Now the Mail program (16.0) cannot save attachments. It shows one attachment, but clicking on the attachment or clicking on "Save All (14.4MB)" does not do anything.

If you go into Mail > Settings > General, Where does the setting called "Downloads Folder" point to? Have you checked that folder to see if the downloads are there? Or perhaps try changing that folder to your Downloads folder or even the desktop to test.
How about trying to boot into safemode? That will automatically run system diagnostics and repair errors that it finds. It also clears out system cache that could contribute to problems.

More seaching and testing indicated this was an issue with my Gmail account only. Mail to my account with my ISP -------@shaw.ca worked as normal.
Seems this happened in Monteray and the solution is to quit mail, then hold the shift key then relaunch Mail. So far it seems to work but tomorrow is another day in the adventures with Apple.
It might not have cleaned up throughly is what I'm suggesting as a possibility. The problem could be carried over from Ventura as well. That's why booting into safemode is a preferred method to solve many issues.
The system was rebooted with a completely new operating system. That is when the problem started. Do you mean to say that the Apple operating system installer installed errors and/or an invalid cache?
The problem could not have been carried over from Ventura; there was never any problem before the "upgrade". Also, the new Mail program has removed one of its best features; the ability to manually sort a message into the correct mailbox with one click. Instead of a button showing the mailbox, you now have to right click and then click again on the mailbox name. So instead of one click, it now takes one click, scroll down, and then another click. Very annoying. Do Apple developers every use their own applications? I can't imagine why they would remove such a simple and useful feature.
I have exactly the same problem of saving attachments - it won't save to downloads. I used to be able to drag attachments in Ventura (or preview them with spacebar in Mail), but now we have this horrible 1990s-style "Save As" and cross your fingers nonsense. Massive step backwards by Apple.
That was the first thing that I tried. I changed it to Desktop. No effect. I also looked in the Downloads folder. Nothing there.
