in info it allows you to add additional people by clicking the +. the problem is that it places the face circle in the middle of the photo and does not allow you move it to the face you want to add. it will not let you select the new face circle to move it. this worked in prior versions of Mac OS. current version is Ventura 13.5.2

The problem is, that photos is occasionally losing the focus on the image, and then it will not let us move the faces circle. Try to click into the background of the photo, outside the faces circle. This will bring the focus back to the photo and then let you drag the faces circle. Or enter the name into the text field, where the circle is just now, and then try to drag it and adjust it.
Occasionally I have to restart Photos or even the Mac to bring Photos back to normal.

Give this a try: boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.
NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following;
• Verifies your startup disk and attempts to repair directory issues, if needed
• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)
• Prevents Startup Items and Login Items from opening automatically
• Disables user-installed fonts
• Deletes font caches, kernel cache, and other system cache files
NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.
I upgraded to Sonoma 14.0 and they have fixed the problem. Thanks for your input. I decided to check my software right after I asked this question and noticed the upgrade was available.
