How do I find out who purchased a Final Cut Pro License?

On my work computer (Macbook Pro 13" M1 2020), Final Cut Pro (10.6.5) was already installed when I received it, most likely from the person in the position before me who used it to edit video.

I recently just upgraded my work computer to a new M2 Pro MacBook (yay) and I emailed IT to see if I could get it installed on my new machine, but they said they don't have a license for FCP.

So my question is: How do I find out who installed it? There was no iCloud account logged into the computer when I received it. I know that you need an iCloud acct. to purchase FCP, but I've been able to use and edit and export the app even without logging in to iCloud. I thought you'd be able to see a name when you clicked "About Final Cut Pro", but there's nothing.

The reason I ask is because I need to figure out if the person before me purchased it with his own money or transferred it from his own laptop to the work one, or if the department paid the $300 for the license to download it. Any help would be great. Thanks!

I cannot go to the App Store and see the purchases because there was never an iCloud account linked when I got the computer. Like most work computers, the hard drive was wiped and reset to get all the old files off of it from the previous user.
