When i try to read my emails a banner pops up asking me to select privacy settings, i can't seem to get rid of that banner to get to my emails.

Just to confirm, are you having this issue with the Mail app running on macOS or are you having this issue with a Windows operating system? You selected Windows 10 as part of your topic and also macOS.
If it's for macOS, try force quitting the Mail app first: How to force an app to quit on your Mac
Once that has been done, hold down the left 'Shift' key on your keyboard while opening the Mail app again. This will clear the app state, and possibly remove the banner that's preventing you from getting to your emails.
