I have an iPhone 11 and realized that I hadn’t synced the Notes app. After syncing using my phone I noticed that I had the notes from an older iPad but lost all of my notes from my iPhone. I’ve tried toggling iCloud backup on/off, I’ve checked the recently deleted folder, I’ve tried powering the phone down…nothing has worked. Any help is appreciated!

If we understand your post correctly, you're missing some notes on your iPhone. To clarify, are you saying you recently turned Notes on in your iCloud settings? When that function is on, your notes are not backed up, so knowing if you've been using iCloud to sync your notes all along will help.
You may want to try signing into the iCloud website from a computer web browser using your Apple ID to see if the notes appear there.
