can't login to itunes.

I login to itunes and I get the message, "You've never used this id with itunes. Review your account."

I click on review, I agree to the terms of service. Then my payment info pops up and I click "none" and it asks for my mailing address.

I put in my mailing address and a red box pops up:

"For assistance contact itunes support at www.apple.com/support/itunes/ww/."

and I can't login or do anything from this point.
