I’m on an iPhone XS and when I go to software update it tells me iOS is up to date at 16.7 pls help

Your tag line suggests you're on iPhone X, not Xs. If you are on iPhone X, you are up to date as iPhone X cannot run iOS 17.

In settings on the phone at the bottom of the update page do you see the option for iOS 17? Also….is it the iPhone XS as your heading says or iPhone X? X is not compatible with 17. XS is.
