iCloudDrive on windows 11, add settings pannel for network proxy

The synchronization always fail when I use a network proxy. I used system proxy and I must use system proxy rather than enable proxy for one by one application, including iCloudDrive.

The iCloudDrive always failed the synchronization. Really annoying.
