Based on the screenshot provided, the text that is under and over lined, appears to be coming from the contact and not from your device. Given that you cannot edit someone else's texts or iMessages, then this issue would be on the sender's side. There isn't anything you can do to change these messages. We would contact the sender to discuss this further.
We'd suggest sharing the following articles with them, which they can use to determine if there may be a third-party keyboard that is contributing to this behavior. We aren't sure which device they're sending messages from so we'll include a few options:
Add or change keyboards on iPhone - Apple Support
Add or change keyboards on iPad - Apple Support
Write in another language on Mac - Apple Support
If there are no third-party keyboards installed, we'd suggest changing to a different keyboard and removing the one currently selected, restarting the device, and test to see if the same behavior occurs with that keyboard. If not, let's go ahead and swap back to see if we can isolate it to a particular keyboard.
