Junk mail filter is turned off but mail keeps going into junk-mail folder

I use Apple Mail on my Macbook Air, currently running Sonoma (v. 14.0). In Mail, junk-mail detection is turned off (because it kept putting good emails into junk). Even though junk-mail detection is turned off, some mail continues to go into the junk-mail folder. For example, email from The Hill goes into the junk-mail folder. There are no rules to send email to the junk-mail folder.

Is it possible to turn off junk-mail filtering? If not, is it possible to train Mail on which emails are not junk? (I have been using Move to move the non-junk to the Inbox, but Mail is not changing its behavior).

You may want to check the headers of those messages that were sent to Junk.

Some messages may be marked as Junk at the server already.

You could uncheck "Trust junk mail headers in messages" to prevent that, if it is the case (not my personal preference, but an option if you get many false positives from the server).

Everything is switched off even the option "trust junk mail headers".

And there is still Junk Mail filtering which is simply 80% wrong. I'm constantly telling it to go back into the inbox.

It's a bit frustrating. Not only is Apple's Junk Mail filtering absolutely unusable - you can't even switch it off. I mean it's kind of hard to swallow if your $6000 tool doesn't turn off. Yes I know Apple Mail is "technically" free. But I still spent $6000 on my MacBook Pro and it can't even handle a "off" button in a application that has been around for 20 years - or so. It's e-Mail... so 1998. Still not working in 2023.

Suggest following the advise from @leroygouglas - First

Though, do notice you mention " I use Apple Mail on my Macbook Air, currently running Sonoma (v. 14.0). "

Addition suggestion would to update to current Sonoma 14.3 which brings several Bug and Security Fixes

I have the same issue as OP and have given up trying to improve Junk Mail filtering. I just do my own rules it's much more effective. But just as OP my emails still go into Junk even if they aren't Junk and even though I switched it off.

So answer isn't how to fix JUNK mail... both the OP and me just want to SWITCH IT OFF and we want it to remain OFF.
