When I tried the emergency SOS there is no alarm sound anymore, even though my phone is not on silent.
The last time (couple years ago) I needed to use it the sound was working. I didn’t try it since.
How can I restore the alarm? “Call quietly” is off.

The first point I would check is your iPhone's Silent switch (left side, next to the volume buttons). It is remarkably easy (and embarrassing) to set Silent and not notice for a day or two.
