If you are referring to a Firmware Password, yes you need to obtain it from the seller. Until you get it, that Mac is a brick. Read What is a firmware password on Mac? - Apple Support.

When you get that password, be sure to also obtain its original, dated sales invoice as well as a bill of sale to establish a chain of custody.
